REVIEW OF THE TRAINING POLICY DOCUMENT

The HRD Training Services Branch presented the processes and procedures of their respective programs before the final review draft is ready for consultation with various divisional wing.

Before the team did their presentation, Capacity Development Advisor for Transport Sector Support Program (TSSP) Mr Gilbert Bimundi gave a well-articulated explanation about the review process, brief background of TSSP, his role as a Capacity Development Advisor and what is expected to be the outcome of this workshop or training. 

TSSP is the Transport Sector Support Program partnership with the Australian Government and the Papua New Guinea Government. TSSP has been working with the Department of Works and Highways and other transport sector agencies in a number of years. Mr Bimundi is here officially to do some baseline analysis to see where the Training Services Branch is at in terms of their facilities, staff capability and to see whatever documents they have in place to implement or carry out their duties. Mr Bimundi is here to advise, support and assist the team to do the work themselves. Providing that support, he is hoping to complete this workshop at the end of this month or the latest should be first week of November.

This week, the team have moved on in doing the process flow charts of their respective programs. After presentation of the processes on flow charts, this was followed by the write up procedures on implementing those processes, which then will be documented into procedural manual that becomes Standard Operating Procedure (SOP)

  6. Manager – Professional – Dickson Timothy, he presented the In-country Courses Application Procedure
  7. Information Management Officer – Julie Karangap, she presented the In-Country Application Process for Degree Program – Under Graduate Program.
  8. Coordinator – Under Graduate Program – Wilma Wilfred, she presented the Policy and Procedure.
  9. Senior Coordinator HR – Jacob Tabu (participated)
  10. John Amos (participated)

Advisor Mr Bimundi and the team have done the diagnostic review analysis and there are a few things needed to be done and one of that is the formulation final draft Training Policy Document. Currently, the process of the review is still ongoing. After the review of the training policy document is complete, it will be signed off by Secretary for Department of Works and Highways. Once that is done, the Training Services Branch will launch the policy.

Way forward; after the launching process, the team will do awareness of that policy in regional areas. Furthermore, the staff will lead assessments or training analysis for all Provincial Works Office with the support of Human Resources officers in each provincial office. From there, the team will develop a training plan which is expected to be a 5-year long training plan for the Department and the implementation of capacity development activities or training programs. This is the bigger picture of what is expected to be done in the near future.
