Connect PNG: Transforming the Future
The Connect PNG Program (2020–2040) is the Department of Works and Highways’ (DoWH) most ambitious infrastructure initiative to date, envisioned as a cornerstone of Papua New Guinea’s development strategy. This transformative 20-year program aims to unlock the country’s full potential by creating resilient, inclusive, and sustainable transport networks that connect communities, drive economic growth, and foster national unity.
A Visionary Plan
Launched in 2020 with the passing of the Connect PNG Economic Corridor Infrastructure Investment Act, this program is designed to build over 16,000 km of roads and establish strategic economic corridors across the nation. By linking isolated rural communities to major urban and economic centers, Connect PNG addresses critical infrastructure gaps that have long hindered access to essential services, markets, and opportunities.
Key Objectives
1.Seamless Connectivity
- Improve accessibility across all provinces and districts, ensuring that no community is left behind.
- Establish vital economic corridors, linking remote areas with trade hubs and enabling smoother transportation of goods and services.
2.Sustainable Infrastructure Development
- Prioritize the construction of climate-resilient roads and bridges to withstand Papua New Guinea’s challenging terrain and weather conditions.
- Integrate eco-friendly construction practices and adopt materials that minimize environmental impact.
3.Economic Empowerment
- Enhance productivity in key sectors like agriculture, fisheries, and tourism by improving transport logistics and reducing travel times.
- Facilitate domestic and international trade through better-connected economic zones.
4.Social Inclusion and Equity
- Empower rural communities by providing access to education, healthcare, and government services.
- Ensure that infrastructure investments promote Gender Equity and Social Inclusion (GESI), creating opportunities for women and marginalized groups.
Achievements to Date
- Road Rehabilitation
Rehabilitated over 3,000 km of national highways, including key routes like the Highlands Highway and Momase Coastal Highway, which are vital for trade and regional mobility.
- Missing Link Projects
Delivered transformative road projects such as the Baiyer-Madang Corridor and Buluminski Highway, providing essential connectivity for previously isolated regions.
- Bridge Development
Constructed numerous climate-resilient bridges to improve safety and ensure year-round access for communities impacted by flooding and natural disasters.
- Enhanced Rural Access
Upgraded over 1,200 km of district and rural roads, enabling better access to schools, health clinics, and markets in underserved areas.
Looking Ahead: The Path to 2040
The Connect PNG Program is a long-term vision that will fundamentally transform the way Papua New Guinea’s citizens live, work, and connect. Over the next two decades, the Department of Works and Highways is committed to
1.Completing the National Road Network
- Achieving 100% connectivity between provinces, districts, and local-level governments by delivering missing-link roads and improving existing routes.
2.Driving Innovation
- Leveraging cutting-edge technologies like GIS mapping, remote sensing, and digital monitoring tools to enhance project planning, execution, and maintenance.
3.Fostering Collaboration
- Strengthening partnerships with donors, international development agencies, and private sector stakeholders to ensure sustainable funding and technical expertise.
4.Empowering Communities
- Supporting local contractors and creating employment opportunities in infrastructure projects, fostering self-reliance and community ownership.
Impact Beyond Infrastructure
The Connect PNG Program is more than just a plan to build roads and bridges—it is a bold vision for a connected, prosperous, and united Papua New Guinea. By improving access to essential services, enabling trade, and empowering rural communities, this program is creating a foundation for long-term economic growth and social transformation.
Through Connect PNG, the Department of Works and Highways is not just building infrastructure; it is building the future of Papua New Guinea.
