CDRM Phase 2 – EAST NEW BRITAIN PROVINCE

Provincial Works Manager for East New Britain Province Mr Amos Fimiamba identified and introduced the three Pilot Project Sites for training on CDRM Phase 2.


  1. Rabaul Wharf Institutional Road – (Rabaul District to Rabaul Town) 1.8km
  2. Kerevat CIS, Institutional Road – (Gazelle District) 8.5km
  3. Bitapaka District Road – (Kokopo District) 7.7km


PWM respectively explained the three Pilot Project Sites for training on CDRM Phase 2 in detail.


  1. Rabaul Wharf Institutional Road – (Rabaul District to Rabaul Town) 1.8km


Upon inspection with JICA Team, they have noticed that the Rabaul Wharf Institutional Road is mainly used by heavy vehicles like semi-trailers and cargo trucks accessing the wharf however, large amount of water flows during rainy period is a hindrance. Therefore, asphalt/concrete pavement is required, several proper sizes of culvert and large drainages needed. 

He further emphasized on the challenges to that road that Proper Quality Control System is needed especially current status of DoWH Lab. Also, proper Detail Design is needed due to road located in the Urban so they left this road out.


  1. Kerevat CIS, Institutional Road – (Gazelle District) 8.5km

Upon inspection with JICA Team, they have noticed that the road material required on the nearby road was not quite suitable/allowable hence, suitable material to be used is quite a distance from the project site. Also, movement of officers back and forth from the site will be very difficult because the distance from the project site to the main center (Kokopo) is about 30km. other issues faced is financial support to fund the maintenance of this road as it is an institutional road therefore, either District, DoWH or Provincial Government got to fund. Hence, this road is left out.


  1. Bitapaka District Road – (Kokopo District) 7.7km

Upon inspection with JICA Team, they saw that this road is ok to start the training however, the road is under Kokopo District, so a/PWM and JICA Team will talk with the district to allocate some fund to maintain this road as its lead to the main institution for the district (Bitapaka Secondary School) with an estimated cost of K1884,413. 


Mr Fimiamba stress that maintenance of provincial and District Roads is currently ongoing as outlined;

  • Engaging the machines to do repair on partially damage roads or bridges.
  • Grading and placing of road material on road sections where required and compiling.
  • Training can be conducted within those maintenance work as well.

In this approach, PTS/PTB became as subcontractors under local contractors and became the main contractor to District or Provincial Government. PTS/PTB as main contractor to ENB provincial Government upgrading and sealing of 1km section of Naganaga Road in Kokopo District at the cost of K484,000. A local contractor was also awarded to upgrade to seal for a 1km section for k1.5m and still have not seal yet where as DoWH start seal already on March 22nd 2022.



Therefore, in conclusion to Mr Fimiamba’s presentation, he assured everyone that DoWH can deliver East New Britain provincial project through PTS/PTB.
