Cafe reopens at DoWH Head Quarters

The Secretary for the Department of Works & Highways, Mr. Gibson Holemba, on Friday 20 March 2026, officially opened the new-look Café located within its 4-mile campus. Speaking during this low-key yet significant event, Secretary Holemba emphasized that institutional reform comes in different shapes and sizes, and having a private facility that is confined to the staffs is one of such initiatives. Staffs should fully utilize the Café as a place not only for dining; use this as an avenue to socialise, recreate, reconnect, rest, etc. The Café is conveniently located within the campus, and that is the whole objective of having this eatery here. It’s about maintaining productivity throughout the day.
Last year, the department sought expert advice from LJ Hooker, who acted on its behalf and put out Tender, and appraised all the proposals. After undertaking due diligence on all the bidders, it settled for Bulacinno. The 3-year Lease Agreement was signed in August 2025.
Mr. Justin Sarimbu of Bulacinno, in his response stated that fresh vegetables will be airfreighted in from Mount Hagen and Goroka and beef from Numodo, in Kimbe. ‘We are not here to make money. It is about building relationship, and this business can give us leverage.’ Bulacinno employs two international chefs; an Iranian and a Sri Lankan. This will reflect in the flavour of the food that will be served in the Café.
As part of the ongoing improvement works on the Café, large outdoor sitting area will be created, an ATM Machine will also be installed, and all diners will have access to free Wi-fi.
Approximately 400 staffs are employed here at the DoWH Head Quarter, Port Moresby.
