PTS Vehicle Tender Exercise to Support Future Fleet Replacement

The Department of Works and Highways (DoWH), through its Plant and Transport Services (PTS), is currently conducting a public tender exercise for the disposal of ageing PTD vehicles as part of its ongoing asset management and fleet renewal strategy. The initiative has attracted considerable interest from both members of the public and DoWH staff, with a high level of engagement observed throughout the process.
Providing an update on the exercise, Ms. Emma Fong, Acting Assistant Manager – Assets and Officer-in-Charge, confirmed that a total of 74 PTS vehicles are being offered for public tender nationwide this year. This includes 28 vehicles from Headquarters/Central Province and 46 vehicles from various provincial locations, reflecting a coordinated national effort to rationalize older fleet assets.
The tender process commenced from 1 to 11 May, during which all vehicles were mobilized and assembled at the DoWH Headquarters car park to facilitate centralized viewing. This was followed by designated inspection days on 12 and 13 May, which recorded a strong turnout of interested parties. Prospective bidders were provided the opportunity to assess the condition and specifications of the vehicles prior to submitting their bids, ensuring informed participation.
Revenue generated from the disposal exercise will be channelled into the PTS Trust Fund, a dedicated funding mechanism aimed at supporting the procurement of replacement fleet vehicles. This approach ensures that proceeds from asset disposals are reinvested directly into maintaining and upgrading the Department’s operational capacity.
In response to enquiries regarding pricing and governance, Ms. Fong reiterated that vehicle valuations are determined using established assessment and depreciation criteria, taking into account factors such as age, condition, and service history. She further emphasized that the entire tender process is being conducted in accordance with approved procedures to ensure fairness, transparency, and accountability. Participation remains open to all eligible members of the public and staff.
The tender exercise is scheduled to officially close on 29 May 2026 at 4:00 PM, after which submissions will be evaluated in line with standard procurement protocols
