Corporate Plan 2025–2029: A Strategic Vision for National Development

The Corporate Plan 2025–2029 provides a clear and actionable roadmap for the Department’s goals over the next five years. This comprehensive plan focuses on:

  • Delivering the National Road Strategy through the flagship Connect PNG Development Program.
  • Strengthening and modernizing the national road and bridge infrastructure.
  • Enforcing infrastructure standards to ensure quality, safety, and sustainability.

Aligned with the Medium-Term Development Plan IV (MTDP IV) and Medium-Term Transport Plan 3 (MTTP3), the plan emphasizes the completion of Connect PNG Phase 1 and prepares for the launch of Phase 2 in 2028.

This strategic vision underscores the Department’s role in improving national connectivity to unlock economic opportunities, enhance service delivery, and ensure social equity nationwide.

Road Management and Maintenance Plan (RMMP): Sustaining Connectivity

The 15-Year Road Management and Maintenance Plan (RMMP) is a dynamic and forward-looking framework that prioritizes the rehabilitation and maintenance of the National Road Network.

Key features of the RMMP include:

  • Serviceability: Reducing maintenance backlogs and enhancing road performance.

The RMMP is informed by the 2023 Road Condition Survey and developed in collaboration with key partners, including the PNG Road Fund and the Asian Development Bank (ADB). It aligns with the Connect PNG Program to deliver efficient, safe, and sustainable road networks that meet the nation’s evolving needs.

Technical Audit Policy: Ensuring Quality and Accountability

The Technical Audit Policy reflects the Department’s commitment to quality, transparency, and accountability in government-funded infrastructure projects.

This policy aims to:

  • Implement rigorous technical audits to ensure projects meet critical quality and safety benchmarks.
