Official Launch of the Corporate Plan 2025–2029, Road Management & Maintenance Plan, Technical Audit Policy, and Revamped Website

The Department of Works and Highways (DoWH) is currently hosting a transformative event under the theme “Connecting Papua New Guinea to Enable Prosperity.” This momentous occasion marks the official launch of the Corporate Plan 2025–2029, the Road Management and Maintenance Plan (RMMP), the Technical Audit Policy, and the unveiling of the revamped DoWH website.
This event brings together the nation’s leadership, development partners, and key stakeholders to chart a path for sustainable infrastructure growth, enhanced connectivity, and national development.

Opening Address by the Acting Secretary
The event commenced with a powerful address by Mr. Gibson Holemba, Acting Secretary of DoWH.

Today's initiatives establish the foundation for building a connected, resilient, and prosperous nation. Our goal is clear—to deliver infrastructure that enhances economic opportunities and improves the lives of our people. The unveiling of the corporate plan under the 100-day plan ensures that the Department of Works and Highways can begin work immediately in the new year, setting the stage for impactful progress.
The launch of the Corporate Plan is a key milestone, as it outlines the strategic direction and operational priorities that will guide the Department's efforts over the coming years. The Road Management and Maintenance Plan is crucial for ensuring the sustainability and longevity of our national road network, while the Technical Audit Policy will enhance accountability and transparency in infrastructure development. Additionally, revamping our website will provide a more accessible, user-friendly platform for citizens and stakeholders to engage with the Department, furthering our commitment to transparency and public service.

Launch of the Corporate Plan 2025–2029, Road Management and Maintenance Plan and Technical Audit Policy and Revamp of the website
The unveiling of the Corporate Plan 2025–2029 highlights the Department’s strategic vision for the next five years.
This comprehensive plan focuses on
- Completing Phase 1 of the Connect PNG Program and preparing for Phase 2 in 2028.
- Strengthening and modernizing roads and bridges to drive connectivity.
- Upholding infrastructure standards to ensure safety and sustainability.
The launch of the 15-Year RMMP marks a pivotal step toward maintaining and sustaining Papua New Guinea’s National Road Network. Based on data from the 2023 Road Condition Survey, the RMMP prioritizes

The Technical Audit Policy was unveiled to ensure quality and accountability in government-funded infrastructure projects. The policy will
