1. Infrastructure Planning and Programming
The wing oversees strategic planning and programming for national and sub-national road networks.
Key Activities
- Developing Multi-Year Financing Plans for road maintenance and expansion aligned with the National Road Network Strategy (NRNS).
- Conducting road inventory and feasibility studies for national infrastructure projects.
- Aligning network plans with the Connect PNG Development Strategy.
2. Design Standards and Policy Development
The NPDS Wing establishes and enforces technical standards for infrastructure.
Key Activities
- Creating and updating standards for road, bridge, and building designs.
- Developing guidelines for climate-resilient and flood-resistant infrastructure.
- Enforcing compliance with the Road Design Policy, Road Safety Audit Policy, and the Building Permit Checklist.
3. Engineering and Technical Oversight
The wing ensures all infrastructure projects adhere to established technical and environmental standards.
Key Activities
- Conducting technical investigations and geotechnical studies for major projects.
- Providing technical advice and support to provincial and district governments.
- Leading quality assurance processes, including audits and compliance checks during project implementation.
4. Environmental and Social Safeguards
The wing integrates environmental sustainability and social inclusion into project planning and execution.
Key Activities
- Ensuring compliance with the Environmental Act 2000 and donor safeguard policies.
- Promoting eco-friendly materials and designs in all infrastructure projects.
- Engaging communities to address social impacts and encourage local participation.
