Highways Management Wing - Core Responsibilities

1. Highways Development and Maintenance

The wing spearheads the planning, construction, and maintenance of Papua New Guinea’s national highways, ensuring their alignment with economic and connectivity goals.

Key Activities

  • Implementing highway projects under Connect PNG, focusing on missing links and economic corridors.
  • Adopting the Maintenance First Policy to prioritize the preservation of existing highways and minimize deterioration.
  • Utilizing advanced technologies for road construction and maintenance to ensure long-term resilience​​.

2. Management of Donor-Funded Programs

The wing collaborates with international partners to implement projects funded by donors like ADB, JICA, and the World Bank.

Key Activities

  • Aligning donor-funded initiatives with the goals of NRNS and Connect PNG.
  • Ensuring compliance with environmental and social safeguards on all donor-supported projects.
  • Facilitating capacity building through technology transfer and training​.

3. Contractor Performance and Procurement Oversight

As the guardian of project delivery standards, the wing manages contractor performance and oversees procurement processes.

  • Establishing a robust Contractor Performance Management System to ensure high-quality outcomes.
  • Enhancing procurement processes to ensure transparency, efficiency, and adherence to national laws like the National Procurement Act.
  • Monitoring project timelines, budgets, and quality to deliver value for money​​.

4. Climate Resilience and Sustainability

Incorporating climate resilience into highway designs is a priority to address Papua New Guinea’s unique environmental challenges.
